I have recently received advices from China, from which I learn, that a case of great importance affecting the interests of English Merchants & Proprietors of building & ground at Hongkong in connection with the proposed formation of a Parade / or Praya in front of the sea, has been referred to you for directions, and I think I can give you some important information in the matter received through Messrs Dent & Co whose interests are seriously affected by it.

I am desirous to have an interview with you before any directions are sent home from the Colonial Office to China. May I therefore respectfully beg of you to afford me an interview at your Convenience, in a Matter in which you are mainly interested.

I have the honor to be, Right Honorable Henry Labouchere M.P. Secretary of State for Colonial Affairs.
